Watertown, Wis. [October 14, 2026] – Wisconsin Corn welcomes the U.S. Environmental Protection Agency’s (EPA) proposal to reallocate 100% of the difference between projected and actual gallons exempted through small refinery exemptions under the 2025 Renewable Fuel Standard (RFS) renewable volume obligations.
The proposal would help ensure that waived biofuel volumes are accounted for, providing greater certainty for corn growers and the biofuel industry.
“Wisconsin corn growers are encouraged to see the administration follow through on its commitment to support farmers and biofuel producers,” said Paul Jarvis, Wisconsin Corn Growers Association president and Wautoma corn grower. “With 37% of Wisconsin’s corn crop going toward ethanol production, policies that provide certainty for the biofuels industry directly affect Wisconsin corn growers and the markets available for their grain.
“Reallocating all waived volumes under the Renewable Fuel Standard is an important step toward maintaining demand for corn-based ethanol. Wisconsin farmers depend on a strong domestic biofuels industry, and we encourage the EPA to provide consistent, predictable administration of the Renewable Fuel Standard and small refinery exemption program moving forward.”
The National Corn Growers Association plans to submit comments to the EPA ahead of the Dec. 4 deadline.
